MINUTES

1. Review of March 2011 Meeting Minutes and Action Items

Members reviewed the minutes of the previous meeting and noted action items that were completed

2. Governance Update: Terms of Reference

Marcello Tonelli informed the CTFPHC that revisions to the CTFPHC Terms of Reference were under way. It was agreed that the independence of the CTFPHC recommendations should be clearly reflected in its Terms of Reference.

3. Obesity—Adult and Children

Paula Brauer and Patricia Parkin presented the key and contextual questions for child obesity screening / primary prevention and adult obesity screening / primary prevention. CTFPHC members discussed a variety of issues such as surrogate outcomes, patient important outcomes, the use of measures such as BMI and the relationship between childhood and adult obesity.

Paula and Patricia also presented a list of potential partners that could be involved in the obesity guidelines.

4. Depression Screening Progress Report

Mary Gauld reviewed the draft key and contextual questions as well as the analytic framework for the screening and treatment of depression. She also outlined the inclusion criteria related to population, intervention and study design and the exclusion criteria related to certain populations, high risk groups and interventions.

5. Hypertension Screening

Amanda Hammill joined the meeting by teleconference and provided an update on the hypertension evidence review which will provide evidence-based primary care recommendations on the effectiveness of, and frequency of screening for hypertension in adults. Amanda also reviewed key and contextual questions as well as a proposed analytical framework.

6. Endorsement and Performance Measurement

Patty Lindsay put forward a CTF Endorsement Protocol and used sample guidelines to illustrate how an endorsement process might work. The CTFPHC must be very clear on the added value of endorsement.

Patty also reviewed the process for Performance Measurement and the steps involved in evaluating evidence and developing guidelines.

7. Modelling: Application to Inform Guidelines

Doug Coyle joined the meeting to provide a primer on modelling. He reviewed the potential for modeling diabetes and a number of possible models. It was agreed that modeling for diabetes would be a complex process and that choosing an appropriate model will involve assessing the quality of decision models, flexibility, logistics and must be context specific.

8. Diabetes Screening

Dr. Kevin Pottie, Donna Fitzpatrick-Lewis, and Lesley Dunfield reviewed the draft evidence report for screening for Type 2 Diabetes. Following the presentation, CTFPHC Members raised a number of issues regarding data quality and outcomes and the possibility of a link with the Obesity Guidelines.

9. Working Group Breakout Sessions

At the end of Day One and during Day Two of the meeting, the Methods, Obesity Screening in Children, Cervical Cancer Screening, Obesity (Adult), Hypertension and EMR Working Groups held brief meetings.

10. Media Strategy for Breast Cancer

Heather Cumming and Wendy Cho of Blueprint Public Relations joined the meeting and provided an overview of a potential media strategy for the release of the breast cancer guidelines.

11. CTFPHC Office Update

Nancy Gharib provided an update regarding the work of the CTFPHC Office and its current 2011–12 priorities. Nancy informed the group that a strategic plan for the CTFPHC was being developed as well as a performance measurement and evaluation plan. Alejandra Jaramillo reviewed the Guideline Project Management Tool which outlines dates and key milestones for the development of current and upcoming guidelines.

12. Cervical Cancer Screening

Donna Fitzpatrick-Lewis provided an update on the evidence review of the screening for Cervical Cancer and James Dickenson provided an overview of trends in cervical cancer incidence and mortality rates and reviewed different policies that existed world wide.

13. Knowledge Translation Update

Liz Shaw and Patty Lindsay reviewed the goals of the Knowledge Translation Working Group and the knowledge translation process. They also reviewed KT plans for diabetes, hypertension and an update on the breast cancer KT plan.

14. Ethical Lens in the Task Force’s Work

Ryan Melnychuk joined the CTFPHC Meeting and presented information about how to incorporate an ethical lens in the work of the CTFPHC. Following Ryan’s presentation CTFPHC members held a wide ranging discussion about the importance of ethics in their work and made several recommendations to enhance this process.

15. Next Steps and Adjournment

Marcello and Rick thanked members for their contributions and recognized the work of the PHAC Task Force Staff. The next Task Force meeting will take place in Ottawa, November 28–29, 2011.
